Billie O'Connor served on the WIBC Board of Directors from 1970 to 1983. She was appointed WIBC fourth vice president in 1981. O'Connor served on a number of committees, including the Legislative Committee which she chaired the Advisory Committee, the Planning Committee, the Nominating Committee and the Industry Relations Committee.
